It was not my intent to uphold a broken system but to encourage new investment in working families -- pre-k, child care support, paid family leave, improved home health care -- in ways that will make the country more productive. We've already seen the failure of efforts to lift people out of poverty after they have been disillusioned and overwhelmed.
